Did you check a.c. voltage? Do you have it? Also try disconnect heater connector and check heater resistance.
Can be that missing voltage on heater, or heater has open circuit. Then heater doesn't heat CD tank at all. Temperature can slightly go up, because CD tank is heated by BF tank, where is correct temperature.
