FP-360B AL not cutting film, despite all checks passing

Hi there, we're dealing with an odd transient issue on our FP-360B AL. Every 5-20 leader cards we will get an error that the film is too long -  we open the cover to find the film is above the magazine guides and uncut. The cutter solenoids work, the press rollers work, the film sensor works. I'm not exactly sure what to test or what could be going wrong. Its a very frustrating problem because if it happens we lose 3-4 frames at the end of a roll.
