Noritsu 2901 only Dryer Fan runs, machine won't turn on

I connected Noritsu 2901 and while turning the breaker ON only dryer fan runs, all the LEDs on Processor Relay PCB remain OFF only LED 11 (Printer) would glow. 

24V Green LED on power board would glow.

What could be the issue ?

Is the green light on the sorter on?

If it is, press and hold the sorter switch until the machines comes on.

The green square button on the Sorter unit does not glow or blink. I also tried pressing and holding it for almost one minute, but there was no change in condition.

Are there any other points I should verify or double-check?

On the Power PCB 2 J390564
Check you have +5V on TP3
Check you have +24V on TP4

If you have the correct voltages, try connecting the Force Start Jumper into J/P678

I appreciate your help, I checked that voltage from source was dropping to 190 as we turned ON the machine. 

Connected to another source, machine starts up normally.

Do you mean dropping from 24V to 19V?

If not I don't understand where the 190V value is coming from.
